Suzanna Sheed AM

Senior Associate

Suzanna Sheed AM brings deep regional experience, legal expertise and public policy insight to her work with The Agenda Group.

Raised on an irrigation farm in southern New South Wales, Suzanna developed an early understanding of regional communities, primary production and the practical realities of living and working outside metropolitan centres. That grounding has shaped her professional life and her longstanding commitment to regional Australia.

Suzanna holds a Bachelor of Laws and a Master of Laws, and is an experienced legal practitioner. She worked for more than 35 years in regional legal practice in Shepparton, advising individuals, businesses, community organisations and local institutions across a wide range of matters. Her legal career fostered a strong appreciation of governance, regulatory systems and the importance of clear, practical solutions tailored to community and business needs.

In 2014, Suzanna was elected as the Independent Member for Shepparton District in the Victorian Parliament, a role she held for eight years.

During this time, she was recognised for her constructive, independent approach and her ability to work across government, industry and community sectors. Her parliamentary work focused on regional development, integrity in government, infrastructure investment and effective consultation with stakeholders.

Following her parliamentary service, Suzanna was appointed as an Administrator to the Moira Shire Council together with Dr. Graeme Emonson PSM where she served for a period of two years.

Alongside her parliamentary and legal careers, Suzanna has played a significant role in community leadership and regional collaboration. She was instrumental, together with community leaders, in establishing the Goulburn–Murray Irrigation District Water Leadership Forum, which continues to provide a platform for informed dialogue between governments, industry and regional communities. She remains a co‑chair of the Forum alongside Andrew Mann.

Suzanna was appointed a Member of the Order of Australia (AM) in recognition of her service to the Parliament of Victoria and to the community of Shepparton.

She has recently joined The Agenda Group, where she offers extensive experience in regional policy, government processes and stakeholder engagement. Suzanna works closely with organisations, businesses and industry participants to support strategic thinking, effective advocacy and the preparation of clear, persuasive and evidence‑based policy and regulatory submissions.
