In this role, he oversaw the regulation of all gambling activities across Victoria, including Crown Casino, over 27,500 poker machines across 500 venues, two public lottery operators, bookmakers, the TAB, Keno, and charitable gaming.
Peter’s expertise in licensing, compliance, and gambling operations is widely recognised. He developed comprehensive licensing systems, managed complex investigations, assessed gaming products, and established internal controls for the casino. Under his leadership, the commission regulated the collection of $1.6 billion in gaming taxes annually, ensuring the industry operated with fairness and transparency.
Internationally, Peter has made significant contributions to the field. He served as Trustee of the International Association of Gaming Advisors from 2012 to 2018, chaired the International Association of Gaming Regulators in 2009-2010, and was an inaugural member of the Advisory Board at the University of Nevada Las Vegas International Center for Gaming Regulation.
He is also deeply aware of the social and economic challenges related to problem gambling. Peter works closely with governments and corporations to develop effective procedures and programs that mitigate harm and promote responsible gambling.
His policy experience includes advising governments, negotiating regulatory frameworks, developing compliance regimes, drafting legislation, and assisting industry partners in meeting regulatory requirements. This balanced approach supports regulation that is both practical and effective.
Peter holds a Master of Science and an MBA, combining strong academic credentials with decades of practical experience in gambling regulation and governance.
